Incident: Possession of Heroin and Felony Warrant Arrest

Officers conducted a vehicle stop on a car driven by Francisco Palacios (Age 23), for no vehicle registration. The vehicle also had a female and a male passenger. Officers conducted a records check of the occupants and discovered the female passenger, Elia Sosa (Age 34), had a felony warrant for her arrest. A search of the male passenger, Gilbert Quair (Age 42), revealed heroin and a crack cocaine pipe.

Palacios was cited for driving an unregistered vehicle and not having insurance. Quair was booked into the Monterey County Jail for possession of herion and the cocaine pipe and Sosa for the felony warrant.
