Release Date/Time: 1/14/2010 4:50 PM Officers observed a vehicle driving without headlights eastbound on E. Laurel Drive at Natividad Road. The vehicle eventually stopped at Constitution Boulevard, after striking the raised curb. A records check of the vehicle revealed that it was stolen. The driver and front passenger were arrested without incident. The driver, a 15-year-old male was found to be DUI and blew a .13/.14. The passenger, Fernando Luengas (Age 18), was on probation for a prior stolen vehicle charge and also had a warrant for his arrest for a stolen vehicle charge. Luengas also admitted to stealing the car and having his 15-year-old intoxicated friend drive because Luengas was even more inebriated. The 15-year-old was cited for driving without a license, DUI and Luengas was booked into the Monterey County Jail for possession of a stolen vehicle, violation of probation, and his warrant.
